Executive Leadership Development Programme for Municipal Political Functionaries

The programme consists of 8 individual sessions where each session consists of 5 days. The programme is structured in such a way so as to provide a sound foundation for public sector municipal management principles.

Description

The purpose of this programme is to equip the participant to function within municipal environment, in particular against the backdrop of management, governance, oversight and political-administrative interface.  This programme addresses the principles of and focuses on issues of management and leadership. The programme is further intended to equip novel management practitioners and political functionaries with the applicable theory and the requisite skills to practically find application in the modern-day organisation.

This programme aligns to the strategic mission statement of the Tshwane University of Technology in that it seeks to advance social and economic transformation through relevant curricula, impactful research and engagement, quality learning experiences, dedicated staff and an enabling environment inter ali.

The programme comprises both a theory and application component. Your mastery of the theory is assessed during the programme presentation followed by practical applications in assignments. This programme is concluded with a final written examination as the final assessment.

Duration

The programme is 9 months with one week long classes once a month

Entry Requirements

For the applicants who obtained a senior certificate before 2008, the admission requirements of the University are a senior certificate or an equivalent qualification with English at the Higher Grade (D symbol and three other subjects at the Higher Grade, one of which excluding English is a D symbol. 

For applicants who obtained a national senior certificate in or after 2008, the admission requirement is a national certificate with an endorsement of a bachelor’s degree or a diploma or an equivalent qualification, with an achievement level of at least 3 for English (home language or first additional language) and 3 for mathematics or mathematical literacy.

Learning Outcomes

  1. Describe the municipal and governmental systems regime in South Africa as well as the management of policies with reference to the statutory and regulatory framework for local government.
  2. Describe community development and project management processes and strategies.
  3. Structure and organise an integrated development plan to implement growth and development strategies.
  4. Describe communication strategies to inform stakeholders of development outcomes.
  5. Develop and apply tools and mechanisms for monitoring and evaluation of programmes and projects.
  6. Describe the budget approval and implementation as well as the municipal financial management framework, including procurement processes.
  7. Analyse conflict management strategies and manage diversity.
  8. Develop fundraising skills and facilitate local entrepreneurs in participating in local economy.
